Note that the PC88's colour pallette is barely more than the original gameboy. I counted 8 possible colours on my last couple of sheets, although I can't say for sure since I don't know the techincal specifications. As for Super Mario Bros. Special - It isn't a hack or some stupid edit, it hasn't been submitted in poor compression quality , that's how it looks in game. Why is this? Because the PC88 only has 8 or so colours and probably not enough memory to actually display a ton of different pallettes on sprites. Super Mario Bros. Special is probably the same size as the original game, which was a fairly big game for it's day. The PC88 probably had a hard time coping with this, meaning certian cuts had to be made (Like the scrolling, although I'm not sure if the PC88 could handle that anyway). The result is aweful, I agree, but it still could be used for some Thingio type game that specialises in weirdness and obscurity. If Wario Ware managed to stick in a Mario Clash virtual boy minigame, I'm sure that a Wario Ware fangame could do something similar with this.
