Is there a way to IP and ISP ban someone? Because his name always has "kingmetroid" in it. It's getting really annoying, and I think I know him.

As far as I know, there's no age limit for the main site, and the limit only applies to the forums.

I believe some laws have placed the bar at 13, but seeing as this is a Mario site, they could really lower the bar a little bit seeing as most teenagers prefer explosions and bloodshed.

Some people have managed to slip by unnoticed and then when their 11th or 12th birthday rolled around, they admitted their ages and they were treated the same as they were before. Comments on updates are supposed to be related to updates, or possibly in some cases related to problems involving the forums, like the discussion above. They're not to talk about just anything. I can't speak for the comment mods, but I have an idea that they might start muting people if people keep repeatedly talking about irrelevant things in comments.
